คำตอบคือ อเมริกาเป็นประเทศที่ไม่ใช้ระบบ ministry แบบไทยหรืออังกฤษ ระดับ department ของเขาเทียบเท่ากับ ระดับกระทรวงบ้านเรา เขาไม่มีกรม มีแต่แผนกหรือสำนักงาน ให้เลือกคำแปลโดยการเทียบเอาว่าจะตรงกับส่วนราชการไหนของไทย ถ้าไม่มีก็แปลให้ใกล้เคียง เช่น IRS (Internal Revenue Service) = กรมสรรพากร เป็นต้น มีที่เขาแปลเอาไว้แล้ว ค้นหาดู แล้วเอาไปใช้ได้เลย
และในกรณีนี้คำว่า secretary ไม่ได้แปลว่าเลขา หรือ เลขาธิการ นะ ต้องแปลว่า รัฐมนตรี

State Department หรือ Department of State คือกระทรวงการต่างประเทศ ไม่ใช่ "แผนกของรัฐ" อันนี้คนอเมริกาบางคนยังไม่รู้ เอ๋บอกว่า "I work for the Department of State." คนอเมริกาบางคนยังเคยถามว่า "Which state?"
ส่วนคำว่า Secretary of State ในระดับเฟดเดอรัล (รัฐบาลกลาง) ต้องแปลว่า รัฐมนตรีว่าการกระทรวงการต่างประเทศ ไม่ใช่ เลขาธิการของรัฐ (แต่ในระดับรัฐ แปลตามนั้นได้)
